Procurement Wing
The Procurement Wing of PLRA works under ‘Director PPD’. It provides support to other Wings for achieving the operational tasks and new initiatives to meet organizational goals. Main objective of Procurement Wing is acquiring goods and services from suppliers /vendors, through open competitive bidding process under Punjab Procurement Rules 2014 (amended to date), PLRA Procurement Regulations, PLRA Delegation of Financial Powers Regulations and other applicable laws. The Procurement Wing is also responsible for ensuring that the procurement is made in a fair and transparent manner, the object of procurement brings value for money to the PLRA and the procurement process is efficient and economical.
Key Responsibilities & Duties
Preparation of annual procurement plan on the basis of approved budget.
Perform Open competitive bidding under Punjab Procurement Rules 2014 (amended to date), PLRA Procurement Regulations 2023, PLRA Delegation of Financial Powers Regulations 2023 and other applicable laws.
Review and approve technical specifications of goods, works services prepared by concerned wing.
Review and approve reference cost estimate/ Technical Sanction.
Technical evaluation of bids and recommendation.
Review, finalize and approve bidding documents, draft contract documents.
Supervision of all stages of tendering process.
Opening of technical and financial bids.
Approval of bid evaluation report.
Recommendation for acceptance of bids/award of work.
